Carine Bachmann (b. 1967) holds a master’s degree in social psychology, film studies and international law from the University of Zurich. She began her professional career as programme director of the international film and video festival VIPER in Lucerne. She later worked as a head of communications and project manager in the field of social affairs, while also conducting academic research.

In 2001 she was one of the co-founders of CIMERA, a development cooperation and conflict prevention organisation active in the Caucasus and Central Asia, which she also headed until 2009. In that role, she worked on language policy and citizenship in the post-Soviet context.

Carine Bachmann began working for the City of Geneva in 2009, becoming head of its culture department in 2011, with particular responsibility for museums, libraries and culture promotion. During that time she was a member of the Conference of Swiss Cities for Culture, which she represented in the National Cultural Dialogue. She has been Director of the Federal Office of Culture since 1 February 2022.
